I'm just throwing in my 2ยข in. I think some of these examples take a little too much imagination. Animated Megatron has some black paint apps on his chin. Dirt Boss has a dark gray line across his light gray face. Animated Jazz has a "chin strap" for his helmet (at least that's what I always took it as). I think a lot of G1 guys had similar chinstraps. I'll have to look out for Movie Optimus Prime's goatee and Megatron's mutton chops. I don't remember those. It seems like to be counted as facial hair, it should have hair-like features, protruding out from the face and whatnot.
