The Decepticons under [[Megatron (G1)|Megatron&#039;s]] command follow a strict &#039;&#039;&#039;infiltration protocol&#039;&#039;&#039;—a carefully staged process of destabilizing and conquering inhabited planets.  The staged conquest is highly secretive, with soldiers under strict orders not to break cover till late in process.  Though brutal in its later phases, this tactic is still constrained by the [[Code of Interplanetary Conflict]]. Breaking protocol is extremely rare.&lt;br /&gt;
&lt;br /&gt;
The Decepticon infiltration protocol has six phases:&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Phase One&#039;&#039;&#039; presumably comprises the initial infiltration of a planet&#039;s society and gathering of intelligence.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Phase Two&#039;&#039;&#039; involves the agitation of pre-existing conflicts and igniting &amp;quot;international hotspots&amp;quot;.  Frequently this is accomplished with [[facsimile construct|facsimiles]]—artificial duplicates of key members of the planet&#039;s native population, equipped to duplicate the original&#039;s actions, memories and personalities, but programmed to serve the Decepticons&#039; interests.  The goal is to get the natives to obliterate themselves, without the Decepticons&#039; direct involvement.&lt;br /&gt;
&lt;br /&gt;
On occasion, the Decepticons will encounter unusual resistance, and see fit to use a special protocol known as [[mirror response mode]]. Whether this &#039;&#039;modus operandi&#039;&#039; is tied specifically to Phase Two is not known.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Phase Three&#039;&#039;&#039; is not described. It presumably continues agitation of conflict, but may involve direct-albeit discreet-involvement of the Decepticons (such as dealing with people who suspect outside influences, etc.).&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Phase Four&#039;&#039;&#039; is not described. The Decepticons have presumably dropped cover to some extent by this point, possibly attacking the most destabilized areas of the planet directly.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Phase Five&#039;&#039;&#039; is not described, but it appears that the Decepticon presence is now known at this point.&lt;br /&gt;
&lt;br /&gt;
A special &#039;&#039;modus operandi&#039;&#039; known as &#039;&#039;&#039;Siege Mode&#039;&#039;&#039; is typically initiated during Phase Five. Military protection of assets appears to be the goal of Siege Mode, implying that the Autobots or the natives are now making efforts to stop the Decepticons through straightforward military force; a massive above-ground fortress (variously known as the &#039;&#039;&#039;siege armature&#039;&#039;&#039; or &#039;&#039;&#039;siege mode armature&#039;&#039;&#039;) is typically installed on the planet and used as a base of operations. Secrecy is no longer a concern.&lt;br /&gt;
&lt;br /&gt;
&#039;&#039;&#039;Phase Six&#039;&#039;&#039;, by all accounts, is pretty much the end of the world. Phase Six involvex the invasion of destabilized planets on the brink of collapse and the elimination of any possible resistance. Three Decepticons were specifically chosen for this task: [[Sixshot]], [[Black Shadow]] and [[Overlord (Masterforce)|Overlord]]. All, or at least the vast majority of Decepticons employed in this phase have fail-safes installed in their systems, to prevent their firepower and tactical acumen from being used against Megatron himself.&lt;br /&gt;

During the early years of the war, on [[Caldoon 4]], [[Overlord (Masterforce)|Overlord]] slaughtered a battalion of Autobots before making his way to a meeting which involved [[Megatron (G1)|Megatron]], [[Sixshot]] and [[Black Shadow]]. It was here he was informed that Megatron had finalized his infiltration protocol and that the assembled Decepticons would be his &amp;quot;phase sixers&amp;quot;; three extremely powerful warriors who would visit planets on the verge of collapse and wipe out any possible resistance. While Black Shadow and Sixshot merely declared &amp;quot;For the Decepticons&amp;quot;, Overlord was less pleased at the idea of simply being a weapon to point and shoot. When he asked what if he aspired for something more, Megatron informed him of two options; either do as he was told or refuse, in which case Megatron would hunt him down and rend him limb from limb. &lt;br /&gt;
&lt;br /&gt;
Overlord was sobered by this ultimatum, but only momentarily. Overlord returned to the battle outside, and messily dispatched every Autobot save one. Overlord held [[Kup (G1)|Kup]]&#039;s limp form, shattered but alive, and told him to let Megatron know that he&#039;d chosen option two. Overlord transformed and left the planet, remarking that he&#039;d be waiting for his former leader when the time came to make good on his ultimatum. {{storylink|Last Stand of the Wreckers issue 2|Last Stand of the Wreckers #2}} What he &#039;&#039;didn&#039;t&#039;&#039; know was that Megatron had instructed [[Shockwave (G1)|Shockwave]] to infect him with an [[Achilles Virus]]. [[Pyro]]&#039;s team on [[Hydrus 5]] successfully beat back the Decepticon infiltration unit, the [[Tremorcon]]s, that was on the brink of going to either Phase 4 or 5 (Pyro wasn&#039;t sure which). The planet suffered climate disruptions due to the weaponry used in the war and the Hydrusian temple was left smoldering, but Pyro considered that to be expected collateral damage. {{storylink|Bullets}}&lt;br /&gt;

Three years after the Decepticons began infiltrating [[Earth]], the security of the Decepticons&#039; Phase One protocol was breached when the [[Machination]] agent [[Stoker]] infiltrated the Decepticons&#039; bunker in [[Nebraska]]. The Decepticons—acting under [[Starscream (G1)|Starscream]]&#039;s local command—risked further revealing themselves by entering siege mode for the purpose of erasing evidence Stoker collected. They killed Stoker, then tried to retrieve his [[SM-40]] computer from [[Verity Carlo]], who had stolen it. When they failed at that because of Autobot interference, they made due with destroying Stoker&#039;s mobile home, [[Auto Solutions|the business]] where Verity hid out, and the bus Stoker traveled on.&lt;br /&gt;

Starscream&#039;s entering siege mode so early in the infiltration process led to [[Megatron (G1)|Megatron]] himself to come to Earth to put the Deceptions back in line. When he arrived, he discovered Starscream had further broken protocol by moving their base of operations from Nebraska. Megatron reasserted his authority by thrashing [[Skywarp (G1)|Skywarp]], [[Blitzwing (G1)|Blitzwing]], and [[Starscream (G1)|Starscream]]. The Autobots successfully contained hostilities. This defeat caused Megatron to abandon the phase structure, and he called in Phase Six specialist [[Sixshot]]. The rest of the Earth-based Decepticons thought he lost it and plotted against him to restore regular protocols. They awakened Starscream. Sixshot caused mayhem by shooting down the &#039;&#039;[[Ark-19]]&#039;&#039; {{storylink|Devastation issue 1|Devastation #1}} {{storylink|Devastation issue 2|Devastation #2}} and tracking down Earth-based Autobots. Optimus Prime and a group of his Autobots confronted him and engaged him in battle. Meanwhile, Senator Holt&#039;s facsimile replacement and a [[Deacon|four-star general facsimile]] lost contact with the Decepticons when infiltration protocols were abandoned. The Autobot campaign begins with NEST Pilot Sgt. Epps reporting Decepticons in [[Shanghai, China]]. Upon the arrival of the Autobots, Major William Lennox tells them there are Decepticons in the perimeter and must not escape. Ironhide is sent to fight them. Ironhide then battles and defeats Sideways. When Optimus Prime gets word that Ironhide is missing, Ratchet heads out to find him and get him to safety. After locating Ironhide, his power is recharged and another Decepticon battle ensues. After annihilating Decepticon troops, Optimus battles Demolishor. Upon his defeat and before Optimus deactivates him, Demolishor states &amp;quot;The Fallen shall rise again.&amp;quot;&lt;br /&gt;
&lt;br /&gt;
The Autobots then head to Burbank, California where a previously unknown fragment of the AllSpark has surfaced, now in possession of Mikaela Banes. Bumblebee is sent to protect Mikaela when the Decepticons detect the fragment also. The Autobots learn that a second Allspark fragment held by the Americans has been stolen. Soundwave learns of Megatron&#039;s location, and transmits it to the Decepticons. Breakaway is sent to defend a carrier fleet guarding Megatron&#039;s corpse in the Laurentian Abyss from the Decepticons. Despite his efforts, Megatron is reactivated.&lt;br /&gt;
&lt;br /&gt;
On the East Coast, Sam Witwicky is kidnapped by the Decepticon troops and taken to an industrial park near his college. Ratchet manages to locate Sam in an abandoned foundry and sends Bumblebee the coordinates. Bumblebee rescues Sam and gets him to the extraction point, Grindor attacks, but Bumblebee manages to defeat him. To aid their allies against the Decepticons, Optimus decides to give them advanced weaponry and escorts the Axion Gun to NEST headquarters. After getting the convoy to destination, the Autobots meet with Sam who is going to visit the deli where Agent Simmons is currently working. With intel from Simmons, Sam has Bumblebee take him to the museum to seek out a robot named Jetfire. While Sam looks for Jetfire, Bumblebee defends the museum from the Decepticon troops. Jetfire emerges from the museum and takes Sam through the inter-dimensional [[space bridge]] to [[Cairo]], Egypt, with the Autobots following.&lt;br /&gt;
&lt;br /&gt;
Jetfire reveals the the [[Dynasty of Primes]] have constructed a machine called the [[Sun Harvester]] hidden in an [[Egyptian pyramid]]. He says the device destroys stars to harvest their energy. Upon arrival in the outskirts of Cairo, the Autobots search for Sam while evading Decepticon troops. After finding Sam, Optimus Prime takes him to the Tomb of the 12 Ancients. While Sam is in the tomb, Optimus defends it from Megatron and Starscream. Optimus defeats Megatron and Starscream, but they escape after Megatron impales Jetfire. Before dying, Jetfire lends his wings and parts to Optimus Prime. In the city Bumblebee faces Devastator who is leading the Decepticon troops attacking Cairo.&lt;br /&gt;
&lt;br /&gt;
The Fallen reveals himself and the Sun Harvester. Optimus battles The Fallen, destroying him by impaling his face with his sword. The Fallen falls into the Sun Harvester, destroying it. With the Ancient Transformers avenged, Ratchet tells Optimus that Megatron is on a ship in a distant galaxy. Optimus then salutes his troops for their good work in stopping the Decepticons.&lt;br /&gt;

===Decepticon Campaign===&lt;br /&gt;
&lt;br /&gt;
&lt;br /&gt;
The Decepticon campaign begins in Shanghai with Sideways tracking down Autobots in his area. He then learns that Grindor has gone missing and Sideways must find, repair, and transport Grindor to the extraction site. Once Grindor is safe, he attacks Autobots protecting NEST arrays and infiltrates them with a [[viroid]]s, viruses that give the Decepticons access to NEST communications. Elsewhere, Long Haul destroys NEST bases located around the city of Shanghai. Ironhide emerges to fight Long Haul but is defeated. Starscream proclaims the victory as a message to Optimus Prime.&lt;br /&gt;
&lt;br /&gt;
The Decepticons then head to Burbank, California. Soundwave has learned that Sam Witwicky has given a shard of the Allspark to Mikaela. They hope to recover the shard and revive Megatron. Long Haul destroys buildings, capturing men who may know Mikaela&#039;s location. However, the probe Starscream uses kills the first three before they can be of any use. Although the last engineer dies, Starscream is able to discover Mikaela&#039;s location. Long Haul is once again sent to recover her. Unfortunately, Starscream receives word that the Decepticon troops transporting Mikaela has been intercepted by the Autobots. After this, Starscream decides to kidnap NSA chief Galloway. After destroying several buildings owned by the front corporation Massive Dynamics, Starscream captures Galloway and places him under Decepticon control. Breakaway attempts to stop the Decepticons, but he is killed by Grindor. &lt;br /&gt;
&lt;br /&gt;
With Galloway under their control, the Decepticons learn both the location of the All Spark shard and where Megatron&#039;s remains have been hidden. Soundwave dispatches [[Ravage (ROTF)|Ravage]] to retrieve the shard, while Starscream and Long Haul head to the Laurentian Abyss. Starscream destroys the turrets on aircraft carriers stationed at the Abyss, allowing the Decepticons to gain access to Megatron&#039;s remains. Long Haul uses the shard to raise Megatron back to life, who returns to the &#039;&#039;Nemesis&#039;&#039; and presents himself to the Fallen. Megatron believes he has failed, but the Fallen reveals that there is a machine that can create the energon needed to raise their army. The knowledge lies within Sam Witwicky. Megatron dispatches Grindor to retrieve the boy, and succeeds, but the Autobots rescue him when Starscream&#039;s extraction unit is defeated. However, their hunt for the boyhas drawn out Optimus Prime. Megatron defeats Optimus and has Starscream destroy a museum that Sam entered, but he is not among the ruins. They learn he was transported to Cairo, Egypt via a Space Bridge created by Jetfire.&lt;br /&gt;
&lt;br /&gt;
Megatron arrives on the outskirts of an Egyptian city and engages Autobots in combat. Jetfire and Bumblebee both challenge him, but are destroyed. Long Haul is then dispatched to destroy the Axiom Gun. With the last threats removed, Megatron goes to meet the Fallen at the harvester. However, Optimus survived his battle with Megatron and reveals that The Fallen has no way to make Megatron a Prime, as Primes are born, not made.
