He is responsible for hiring [[Donny Finkleberg]] to play the role of "Robot-Master," and has also supervised the activities of the [[Rapid Anti-robot Assault Team]], commonly known as RAAT.

In the wake of escalating Transformer activity, Walter's boss [[Forrest Forsythe]] put pressure on him to find a way to stop the rising panic coming from frightened citizens. {{storylink|Rock and Roll-Out!}} He was present to hear [[G.B. Blackrock]]'s wild and ludicrous claim that the Transformers were two distinct factions of alien robots, before being sent home to come up with a plausible cover story. Clearly nothing plausible came to mind, as Walter decided instead to steal an idea from his son's ''[[Robot-Master (comic)|Robot Master]]'' comic: create a ludicrously dressed supervillain who controls robots as a cover story.

He approached and hired the comic's writer [[Donny Finkleberg]], who not only agreed to help with the scam but even decided to play Robot-Master himself. The scheme worked well enough, until the Decepticons stole Finkleberg {{storylink|I, Robot-Master!}} ''and reporter [[Joy Meadows]] started investigating the holes in the plot. Walter sat in on the worried meeting, agreeing with the others that their cover story needed to be secure... and showing no qualms at the idea of "silencing" Joy. ''III failed at the hit''. Walter, being the only competent character in the group, was handed control of their new anti-Transformer military wing, [[Rapid Anti-robot Assault Team|RAAT]], with [[Circuit Breaker]] working for him. RAAT swiftly captured seven Autobots, but Walter had some qualms over Circuit-Breaker's use of force and how the robots didn't appear to have been hostile. {{storylink|Heavy Traffic!}} His group successfully took custody of an already-inactive Autobot, but soon they faced their greatest menace, [[Battlecharger|graffiti artists]]. Walter and RAAT's best efforts were as nothing, and victory only came about because Circuit-Breaker cut a deal with the robot prisoners. Part of that deal meant letting them go, and Walter had to fire her for insubordination. {{storylink|Decepticon Graffiti!}} Barnett's next move was to enlist the help of the army troops under command of [[General Hadley]] to destroy the Decepticons who had made their base in a coal mining pit in [[Wyoming]]. Later, an upgraded RAAT began tracking a group of robots; after they were alerted to the robot's position, Walter himself led a squadron to [[Big Steve Ludwig (G1)|Big Steve's Used Cars]] to capture them. He was interrupted by two other groups of robots, both pretending to be rival groups and both after the captives. Walter said they'd be destroyed if they got in RAAT's way!

They got in RAAT's way. They weren't destroyed. He also worked out the shocking fact that... the robots really ''were'' split into different factions! Because the robots fought each other, Walter's team were able to drive off with the captives; he made sure to pay Big Steve for the tip-off on the way out. {{storylink|Used Autobots}} Now he had six captives, all of them claiming they were in the "Autobot" faction and knew nothing about the increasing "Decepticon" attacks, and Forsythe breathing down his neck to get results while dismissing anything the robots ''did'' say. Walter was under such pressure that he had to work on ''Sunday''!

Back home with his family, he found out that Forsythe was on [[television|telly]] saying the next robot attack would see the captives executed! Walter hurriedly informed his boss that this was an invite for the Decepticons to attack... which they already had. Now desperate and knowing he had to save innocent 'bots, Walter was saved once again by his son's stuff: if he could plant the robot's brain modules into Stevie's toy cars, he could sneak the Autobots to safety! And he did! The Autobot [[Bumblebee (G1)|Goldbug]] advised him to take them to the Autobot's human ally, [[Buster Witwicky (G1)|Buster Witwicky]], who agreed to take Walter and the cars to the site of the [[Ark (G1)|Autobot base]].

Unfortunately, the toy car's batteries were running low and the dynamic duo had to stop at a local mall to buy new ones. More unfortunately, [[Predacon (G1)|giant fucking robot animals]] attacked the place to capture the cars! Buster was almost killed by [[Ratbat (G1)|the Decepticon leader]] until Walter brought a shop security gate down on it. The two were forced to separate, Walter taking the Autobots and Buster making for the robot's base. Buster never made it. {{storylink|Toy Soldiers!}}

Walter and Forsythe later oversaw a [[United States Navy]] assault on the Decepticon's [[Club Con|desert island base]]... only to find Buster there, a human shield. After not too long, Prime must always hastily leave for some random off-the-cuff excuse, like helping [[Joyride (Autobot)|Joyride]] fix the [[Space Bridge]] or to give [[Grimlock (G1)|Grimlock]] a brain upgrade. Tommy is not lonely in the barren, scorched-earth dust bowl full of wreckage and detritus of the horrors of war, though, because sometimes the Autobot leader leaves [[Stan Bush|music videos]] for Tommy to watch.

After the [[SOCCENT Forward Operations Base]] in [[Qatar]] was attacked by [[Blackout (Movie)|unknown hostiles]], Keller led a briefing on what they knew to a group of [[The Pentagon|Pentagon]]-computer technicians, informing them that someone had tried to hack the Defense Network during the attack. Later, when [[Air Force One]] was hacked by [[Frenzy (Movie)|another unknown hostile]], he ordered the President to be placed in the Presidential bunker.

When he was briefed on the possible countries that were capable of such hacks, [[Maggie Madsen]], who had led the team which discovered the second hack, informed him that those countries were incapable of such work. When she suggested that it might be a living organism behind it, Keller told her to find some evidence, or shut up. However, he was later informed that survivors of the base attack were under attack by a hostile. When the Pentagon received video feed, they saw that the hostile was [[Scorponok (Movie)|a never before seen creature]]. After the creature was driven off, Keller ordered the men to be returned to the states and debriefed.

Later, a virus which had been uploaded by the second hacker led to a global communications shutdown. During that time, [[Tom Banachek]] arrived from [[Sector Seven]], an organization Keller had never heard of, with orders from the President to brief Keller. Taking him to the briefing room, Banachek showed Keller images of the [[Mars (planet)|Mars]] [[Beagle 2 Rover]]. Officially, the rover had crashed and been lost. Unofficially, thirteen seconds of information had been sent before the rover had been destroyed by a [[Decepticon|humanoid creature]]. Visibly horrified, Keller was then shown a picture of the Mars alien, as Banachek then compared that with images of the "weapons platform" the SOCCENT survivors had taken before their retreat. When Keller asked if the planet was under threat of invasion, Banachek told him to look out at the static filled screens. Keller ordered the dispatched naval fleets to be returned somehow, and had Madsen brought with him as his advisor, along with ''her'' advisor [[Glen Whitmann]].

Taken to [[Hoover Dam]], Keller met with [[William Lennox|Captain Lennox]], CO of the SOCCENT survivors, and informed him that they were doing their best to load all gunships with sabot rounds. Going inside, he was shocked to see a frozen [[Megatron (Movie)|N.B.E.-1]], and was very upset that he had never been informed about it. This was made even worse when [[Sam Witwicky|some kid]] told them that N.B.E.-1, whose real name was [[Megatron (Movie)|Megatron]], was the harbinger of death and planned to turn all of Earth's machines to conquer the galaxy with some device called the [[AllSpark (Movie)|All Spark]]. During a demonstration of the All Spark's power, [[Seymour Simmons|Agent Simmons]] brought Glen's Nokia produced cellphone [[Nokia robot|to life]], commenting that the Japanese were skilled inventors. When Maggie commented that Nokia was from Finland, Keller reminded her that Simmons was a strange man.

After [[Starscream (Movie)|a Decepticon]] attacked the Dam and Megatron began to unthaw, Keller accompanied the others to the armory. During the standoff between Agent Simmons and Captain Lennox over releasing [[Bumblebee (Movie)|the kid's Camaro]], Keller advised Simmons to listen to Lennox. After the Camaro shrank the All Spark, Keller, Simmons, Maggie, and Glen went to the archives room, where they attempted to send out a radio signal to support the soldiers taking the cube to [[Mission City]]. Sadly, the radio had no microphones, but Glen attempted to connect a computer to the radio. Their efforts were interrupted by a spastic little abomination that had hacked Air Force One. Keller provided cover fire with an old shotgun while Glen worked. Fortunately, the spastic abomination killed itself with one of its own razors. After contact was made, Keller used his authorization codes to send air support to Mission City.

After the Decepticons were destroyed, Keller informed the military that Sector Seven was to be shutdown, and that the Decepticon corpses were to be dropped in the [[Laurentian Abyss]], which Keller said was the deepest place on the planet. A mob boss named [[Victor Drath]] had hired Old Snake once in the past, and decided to hire him again to learn the secret of [[synthoid]] technology so that he might use it against the [[Autobot|Autobots]]. Snake took the job and used the synthoid technology to craft "human" bodies for [[Hot Rod (G1)|Rodimus Prime]], [[Arcee (G1)|Arcee]], [[Springer (G1)|Springer]], and [[Ultra Magnus (G1)|Ultra Magnus]], then somehow transferred their minds inside them. Drath planned to then destroy the Autobots' now mindless robot bodies, but Old Snake dissuaded him, noting what excellent weapons they would make.

Eventually, the Autobots managed to return to their original Cybertronian bodies and Victor Drath and his gang were arrested. However, Snake managed to escape capture.

After learning about the supercomputer [[Teletran 3]] on [[Cybertron (planet)|Cybertron]], connected to Earth via a strange wormhole, Cobra Commander figured that the computer's [[teleportation]] technology would be invaluable to Cobra. He then traveled to [[Portugal]], where he convinced Destro to provide him with the financial support needed to hack the computer. When Cobra Commander and Destro were overseeing the process in their [[Boston]] facility the following day, they came under attack by G.I. Joe, and were suddenly sent to Cybertron when Cobra's wormhole computer malfunctioned. Cobra Commander wasted no time in ordering his troops to kill the Joes and steal Teletran 3, but was interrupted by the arrival of several Autobots and Decepticons. Cobra Commander naturally wanted Serpent O.R. on his side, and staged a massive attack on Area 52, distracting its defenses with an army of new Battle Android Troopers while he and [[Zartan]] sneaked in on a [[Buzz Boar]]. After incapacitating [[Bumblebee (G1)|Bumblebee]], they freed Serpent O.R., only to learn that the android had retained some of Megatron's unpleasant memories of Cobra Commander, and definitely had no intention of being anyone's servant. When the major returned with the [[Matrix of Leadership]] and a number of [[Decepticon]]s in tow, Cobra Commander started wearing the relic on his person and allied himself with [[Megatron (G1)|Megatron]], leader of the Decepticons. By the summer of [[1939]], Cobra and the Decepticons had conquered several [[Europe]]an nations, and the commander anticipated that the [[United States of America]] would soon make their move. [[Destro]] suggested that they withdraw a third of their forces to defend their headquarters on the Fera Islands, but Cobra Commander angrily dismissed his idea, as the US troops didn't even know where Cobra's base was located. {{storylink|The Line}}

A few hours later, a US [[G.I. Joe (team)|strike force]] airdropped near the Cobra base while Cobra Commander was busy inspecting his jewelry. After verbally assaulting Destro for practically everything he said, the commander dispatched [[Zartan]] and a squadron of [[Rattler]]s to deal with the attackers. {{storylink|Transformed}} Shortly afterwards, Megatron that the Decepticon-Cobra allliance was no longer of use to him, and tried to attack Cobra Commander. As the enemy troops, now allied with the [[Autobot]]s, closed in on the Cobra [[Terrordrome]], Cobra Commander ordered Major Bludd to take the civilians and slaves in the area and use them as a human defense line. With the enemy unable to attack innocent people, the commander was free to pick them off using [[Shockwave (G1)|Shockwave]]'s cannon mode. As Shockwave fired on [[Superion (G1)|Superion]], Cobra Commander held a dramatic speech about how people once saw him as a madman just because he saw his own destiny as future ruler of the world... but now, anyone who stood against him would burn! {{storylink|Trenches}}

However, despite Cobra Commander's efforts, the enemy continued to advance. His troops were scattered, his slaves were rescued, and Shockwave broke down from overuse. When he tried to get Megatron's help, the Decepticon leader only mocked him. Shortly thereafter, Cobra Commander was caught in a rockslide caused by [[Bruticus (G1)|Bruticus]], which crushed his legs. His pleas for help were ignored by Megatron, who instead transformed into gun mode and offered Cobra Commander a quick and easy way to end it all. The commander held Megatron to his head, but ultimately threw him away, unable to kill himself. The gun was quickly picked back up by [[Baroness]], who told Cobra Commander that while he had always loved power, he had never known what to do with it. When Greaves requested information about the [[Keeper (species)|Keepers]], Elisa promised to send him a synopsis of the upcoming cabinet meeting about them, and then requested Greaves try to remove the Followers agents from Las Vegas, which she felt had become too dangerous. He agreed to try.

The President became aware of Elisa's 'second job,' and when she called Greaves to warn him that the attack on Las Vegas had been pushed up, she was killed. A CIA agent informed Greaves the President very much wanted to speak with him, and a car was being sent.

Elisa's death shook Greaves badly, and was one of his prime motivations to go public with the Followers.

A mob boss named [[Victor Drath]] had hired Old Snake once in the past, and decided to hire him again to learn the secret of [[synthoid]] technology so that he might use it against the [[Autobot|Autobots]]. Snake took the job and used the synthoid technology to craft "human" bodies for [[Hot Rod (G1)|Rodimus Prime]], [[Arcee (G1)|Arcee]], [[Springer (G1)|Springer]], and [[Ultra Magnus (G1)|Ultra Magnus]], then somehow transferred their minds inside them. Drath planned to then destroy the Autobots' now mindless robot bodies, but Old Snake dissuaded him, noting what excellent weapons they would make.

Eventually, the Autobots managed to return to their original Cybertronian bodies and Victor Drath and his gang were arrested. However, Snake managed to escape capture.

Cobra Commander naturally wanted Serpent O.R. on his side, and staged a massive attack on Area 52, distracting its defenses with an army of new Battle Android Troopers while he and [[Zartan]] sneaked in on a [[Buzz Boar]]. After incapacitating [[Bumblebee (G1)|Bumblebee]], they freed Serpent O.R., only to learn that the android had retained some of Megatron's unpleasant memories of Cobra Commander, and definitely had no intention of being anyone's servant. As Shockwave fired on [[Superion (G1)|Superion]], Cobra Commander held a dramatic speech about how people once saw him as a madman just because he saw his own destiny as future ruler of the world... but now, anyone who stood against him would burn! {{storylink|Trenches}}

However, despite Cobra Commander's efforts, the enemy continued to advance. His troops were scattered, his slaves were rescued, and Shockwave broke down from overuse. When he tried to get Megatron's help, the Decepticon leader only mocked him. Shortly thereafter, Cobra Commander was caught in a rockslide caused by [[Bruticus (G1)|Bruticus]], which crushed his legs. His pleas for help were ignored by Megatron, who instead transformed into gun mode and offered Cobra Commander a quick and easy way to end it all. The commander held Megatron to his head, but ultimately threw him away, unable to kill himself. The gun was quickly picked back up by [[Baroness]], who told Cobra Commander that while he had always loved power, he had never known what to do with it. When Megatron decided to test his [[orbit disruptor cannon|new cannon]] on the Ark, B.O.T. was sent to destroy it, while being remotely controlled by Elise. After making his way to the cannon, B.O.T. turned it on its makers to win the battle, before pressing the convenient "Overload" button, thus destroying the cannon and himself in the process.
