Director Theodore Galloway is the National Security Advisor to President Obama. A politically territorial bureaucrat, he is opposed to the presence of the Autobots, believing that they are the ones who brought the Decepticons to Earth. Galloway believes that humanity is advanced enough to defeat the Decepticons alone, without the Autobots' interference.

It's a truly rare human who can make the guys at Sector Seven look competent.
When the Decepticons hit a military convoy and freed two dangerous traitors, Galloway was not happy and called up Optimus to glare at him silently from many TV screens. Optimus assured him that the Autobots would make recovering the twins a number-one priority. Transformers Comic issue 2.6

Following the events at Shanghai, Galloway was dispatched to Diego Garcia as the official liaison to NEST (something General Morshower was not informed of until after Galloway's arrival, annoying the Chairman). When Optimus Prime relayed Demolishor's warning of "The Fallen shall rise again" in a video conference with Morshower, Galloway cut in to make his presence heard and air some complaints that the White House (or Galloway himself) had with the situation. Galloway pointed out that the Autobots agreed to share intelligence and the All Spark shard with Humanity, but not weapons technology, and continued to send unvetted transmissions into outer space in an effort to contact other Autobots. Optimus countered that he was well aware of humanity's less than stellar performance in regards to peace, a claim Galloway took issue with considering that the Autobots and Decepticons had destroyed their own planet. Major Lennox and Sergeant Epps attempted to defend the Autobots, but Galloway made it quite clear he did not give a damn what the soldiers thought. Chairman Morshower had better success in getting Galloway to show some respect by saying that he had found Lennox and Epps beyond reproach, but Galloway informed Morshower that with regards to national security, the President felt no one was above reproach.

Galloway then went over what they knew: Megatron was seven miles under water in the Laurentian Abyss, the All Spark was destroyed, and the Decepticons had not left Earth like Optimus had theorized. Galloway concluded that the only reason the Decepticons remained at all was because of the Autobots. Finally, Galloway came to the point of his conversation: he flat out asked Optimus if the Autobots would leave if they were asked to. The Autobot leader replied that they would comply if asked, but asked Galloway to have the President give consideration to a question of his own: what if the Autobots leave, and Galloway was wrong?

However, the video conference had been overheard by Soundwave, who had taken control of the satellite being used to relay the conversation, thus giving Soundwave everything he needed to launch a plan to resurrect Megatron. Soundwave dispatched his symbiote Ravage to retrieve the All Spark shard, an operation which saw the deaths of several soldiers. The incident left relations between the United States and the Autobots quite cool, a situation which can probably be laid at Galloway's feet.

Following Megatron's resurrection and the death of Optimus Prime while trying to protect Sam Witwicky, the Decepticons launched multiple attacks across the world, including destroying the U.S.S. Roosevelt. The Fallen then made a broadcast revealing the Transformers' presence on Earth, demanding that Sam Witwicky be turned over to them, or Earth would be destroyed. Galloway used the broadcast and attacks as an excuse to have NEST shut down and have the Autobots returned to Diego Garcia under heavy guard. Galloway also revealed to Major Lennox that he believed that they should consider turning over the boy to the Decepticons.

However, Witwicky did not take this lying down, looking into what the Decepticons were after. With help from former Sector Seven head Seymour Simmons, Sam learned that there were ancient Decepticons on Earth. They met one of these Seekers named Jetfire, explained that he had been dispatched by the Fallen to locate the Matrix of Leadership, a device used by the Dynasty of Primes (of which Optimus was the sole survivor) to activate a solar harvester, devices which could convert the energy of stars into energon, answering Galloway's question of why the Decepticons remained. Sam theorized that the Matrix could be used to resurrect Optimus, and Simmons passed along the information to Lennox and Epps. The two made arrangements with the other NEST soldiers and the pilots of the C-17s returning the Autobots to Diego Garcia to drop them at the tip of the Gulf of Aqaba. However, Galloway accompanied them. Lennox had the pilot fake engine trouble. Galloway began to suspect that Lennox might have something to do with this, and warned that it would the death of his career. However, when the plane banked sharply to the left, he realized there was something wrong, and began to visibly panic as Lennox strapped on his parachute. Lennox tricked the Director into opening the parachute while they were in the plane, pulling him out and removing Galloway as an obstacle.

Successfully managing to not die, Galloway found some locals and tried to ask them where he was, only for them to believe he was saying he was in the United States. Galloway then called General Morshower and demanded to know where he was. Morshower hung up on Galloway without so much as a goodbye. In fact, the only reason Morshower found it noteworthy at was that Galloway was able to contact them through a cell phone whilst they couldn't get NEST's radio signals. Wish you had been a little nicer to the soldiers now, don't you? Revenge of the Fallen (film)
Decepticon campaign
Hoping to learn the location of the last All Spark fragment, Soundwave and Starscream targeted NSA Director Galloway for capture. Starscream personally hunted him down in the West Coast canals area, where Galloway was hiding inside one of several buildings owned by the front organization Massive Dynamics. Upon his capture, Galloway made amusing, though hollow, threats about how his vaunted position and his political contacts would ensure Starscream would be eviscerated, threats that failed to impress Starscream.

A device was implanted into Galloway's cerebral cortex before he was set free, effectively making him a Decepticon puppet. Galloway soon revealed the location of the All Spark fragment, which Ravage retrieved, as well as the location of Megatron's remains. Revenge of the Fallen (Xbox 360/PS3/PC)
After the All Spark fragment was stolen, Soundwave monitored a conversation in which Director Galloway managed to reveal the location of Megatron's remains.

At dawn, the people of Japan are awakening to do their daily tasks: fishing, going to shrines, and sword practice. Then, the Decepticons show up to cause random trouble.

Devastator and Predaking begin harassing a few fishermen, but is chased off by Broadside. Astrotrain tries to ram a train head on (real smart) only to have the Aerialbots drive him away. Bruticus and Defensor fight it out, when Cyclonus and the Sweeps arrive, but are driven off by Rodimus, Kup, and Sky Lynx. However, instead of thanking the Autobots for saving many lives, the government of Japan is very upset, saying that the Autobots frightened people and ruined business (thankless bipeds). When Marissa Faireborn arrives and brings more problems to Rodimus, the Autobot leader loses patience, transforms, and drives off. Kup explains that Rodimus is merely strained under the burden of command, much like Optimus Prime was in his early days as leader, and Marissa decides to follow him, to let him have someone to talk to.

Meeting up on the highway, however, the two are attacked by Wildrider and Dead End, who knock Marissa into a lake and force Rodimus off a cliff. When they inspect Rodimus, they find the Matrix. Realizing that Galvatron will be really happy, they steal it and return to Chaar. In his throne room, Galvatron inserts the Matrix into his cannon, but instead of making it even more powerful like he had hoped, visions of the Ancient Autobots (including Optimus Prime himself) seep out of the barrel and demand that Galvatron return the Matrix. Galvatron orders Scourge to destroy the Matrix, believing it better to be destroyed if the Decepticons can't have it. Scourge, however, inserts the Matrix into himself, and becomes more powerful... but at a startling price.

Meanwhile, the Autobot leader wakes up, to learn that he's reverted to Hot Rod. Springer and Ultra Magnus argue that they should go after the Decepticons, but Hot Rod feels that the Matrix isn't worth it, and jets off. Real smart idea, Roddy. On Chaar, Scourge challenges Galvatron, defeating him and Cyclonus easily, before leading the Decepticons off to Earth. Galvatron and Cyclonus still function, and set off in pursuit in the Decepticon mothership.

On Earth, Hot Rod, while watching a martial arts class, gets some perspective and some wisdom from the Kendo instructor, and realizes that he needs to get the Matrix back. Meanwhile, Scourge arrives in Japan with his forces, tossing around the Autobots. Broadside tosses him to the ground and he frightens an elderly woman. One of the Kendo students comes to her aid, attacking Scourge with a sword and he begins to chase the pair. He corners them in a blind alley, only for Hot Rod to arrive. Shocked at the changes the Matrix has wrought in Scourge, Hot Rod defeats the Decepticon and reclaims the Matrix, becoming Rodimus Prime once more. Galvatron and Cyclonus find a less powerful, and very frightened, Scourge. And they are none too happy with him...

As the Decepticons retreat, Rodimus realizes that he must deal with his missing part, as have those who came before him. Kup reminds him that no matter who carries the Matrix, he will retain that part forever.
Animation or technical glitches
* When Rodimus is reverted back to Hot Rod, he's still occasionally drawn using Rodimus Prime's Character model.
* For some reason, the EDC letters on Marissa Faireborne's shoulder has been replaced with "AOC".
* When Galvatron is about to put the Matrix in his cannon, Bruticus and Devastator are shown to be the same size as Galvatron.
* Galvatron's throne changes color and design multiple times throughout one scene.
* When Hot Rod regains the Matrix, he sticks it into his chest without opening a compartment for it.
* In one scene where Optimus Prime is shown among the ancient Autobots, he is colored completely blue.
* Bruticus and Devastator are among the Decepticons present when Galvatron tells Scourge to destroy the Matrix, and they're both about the same size as Wildrider and Dead End.
* The version of this episode on the Shout! Factory DVDs features a glitch with an unstable horizontal line appearing at the top of the picture throughout the episode. The error appears to be on the episode's master copy, as the version included on the Kid Rhino DVDs has the picture slightly zoomed in order to avoid showing the offending line.
* In the Japanese dub of this episode, the Narrator mistakenly identifies Wildrider and Dead End as Runabout and Runamuck.

Continuity errors
* Hot Rod states that "this war has been going on now for a few dozen millennia". Back in "War Dawn", we learned that the Third Cybertronian War started 9 million years ago, which is about 750 dozen millenia... assuming, of course, that we want to take Hot Rod's pointedly off-handed remark as being based on historical accuracy, which is kind of a stretch for a guy who's at the end of his rope and sarcastically railing about "the known universe and its outlying suburbs".
* When Galvatron inserts the Matrix into his cannon, he says "Now, all shall become one, under Galvatron's rule!"

Trivia
* While the episode order can vary, it's a little funny that the episode about Rodimus finally getting used to being leader of the Autobots was followed by the episode in which Optimus returns to replace him.
* When Scourge starts mutating, at one point it looks like he's... crying?
* Wildrider seems to now have a very bad Southern accent.
* This episode marks the first time in Transformers fiction that the word Slag is used as an insult.
* Isn't it convenient that Scourge launches his attack on Earth in Japan, where the Autobots happen to be located?
* The voice acting for several Japanese characters in this episode employs a very stereotypical Western view of Asian people and their pronunciation of English words.
:The Dinobots are an Autobot Subgroup in the Animated Continuity family.

The violent and primitive Dinobots began their existence as animatronic theme park exibits, until an Key upgrade granted them sparks. Imbued with a range of combat abilities by Megatron, they bear the Autobot insignia, but they have no interest in taking part in the Earth conflict. All they want is to live on their island, with the occasional trip to the mainland to beat the tar out of someone.

The Dinobots are:
* Grimlock (leader)
* Swoop
* Snarl

Grimlock speaks for the group, figuratively and literally—Swoop and Snarl are silent, possibly mute.

Dinobots RULE!

Fiction
Animated cartoon
Grimlock and the Dinobots were originally animatronic dinosaur models at the Dino Drive theme park that were badly damaged by the clumsy Autobot Bulkhead. The remains were brought to Isaac Sumdac's lab for repair, where the disembodied Megatron took an interest in them and attempted to turn them into robotic attack drones as practice for re-creating his own body. Thusly rebuilt, the Dinobots went on a rampage at Dino Drive, but were restrained by the Autobots when Ratchet and Bumblebee captured them in an electromagnetic field. When the Key reacted by tugging her toward her Autobot friends, she plugged it into Bumblebee's weapons systems to boost their powers, but this only resulted in the Dinobots being blasted with AllSpark energy. The three robots were apparently left deactivated by the blast and were returned to Sumdac's lab once more. It was there, however, that the full extent of their exposure to the AllSpark's energy was revealed, as the three Dinobots suddenly came to life!

The Tyrannosaurus dubbed itself Grimlock and declared itself to be leader of the group, despite Megatron's attempts to give the trio orders. In contrast, the lab's other occupant, the Tutor Bot, happily responded to Megatron's cries for obedience and began a lesson on dinosaurs, their connection to fossil fuels, and the use of fossil fuels in cars. The simple-minded Grimlock took this to mean that cars "ate" dinosaurs, and Megatron convinced the trio to destroy these "fossil feeders", including the only thing worse than cars...cars and trucks that turn into robots. Equipped with deadly fire-breath thanks to Megatron's enhancements, the Dinobots set about their task immediately, inevitably drawing the attention of the Autobots. At Bulkhead's suggestion, the Autobots drew them to a deserted parking lot, where the Dinobots wound up defeating themselves by melting down the lot's maccadam surface into tar and getting stuck in it.

Sumdac intended to destroy the Dinobots, writing them off as mindless machines, and Optimus Prime agreed with his decision, but Prowl could sense the spark of life within them. With Bulkhead's help, he relocated them to a deserted island where they could live peacefully and undisturbed. Grimlock took an almost immediate dislike to some birds that defecated on him, but his anger had an unforeseen effect: It triggered another of Megatron's enhancements and caused him to transform into robot mode! Snarl and Swoop were quite shocked, but Grimlock was rather pleased with the results. Blast from the Past

Some time after the Dinobots were deposited on the island, Meltdown arrived to use the island as a hideout to create transformable humans. With his acid touch, he forcibly made the Dinobots his servants under threat of pain. In addition to having them serve as guards, Meltdown sent Swoop to kidnap Sari Sumdac. When Prowl and Bulkhead arrived to investigate, the Dinobots attacked them. After being dropped into Meltdown's base, Captain Fanzone, who had followed the Autobots, grabbed one of Meltdown's protective suits, which he used to trap the villain. Now free of Meltdown's control, the Dinobots transformed into robot mode and prepared to take their revenge on him. This wasn't totally unexpected; Prowl even offered Meltdown a choice: prison or the Dinobots. Then Colossus Rhodes and two of Meltdown's early transforming-humans experiments walked out, and the Dinobots turned their attention toward them, terrifying the trio of mutants right before pulverizing them. Captain Fanzone decided that as long as the Dinobots stayed out of Detroit, he didn't have a problem with them being on the island, but Bulkhead and Prowl remained unsure whether or not they should inform Prime of what happened. Survival of the Fittest

It turned out that they decided to tell Prime nothing, but they were forced to reveal the truth when the Decepticons began preparations for a strike. Optimus was taken to Dinobot Island and tried to convince the Dinobots to help. Grimlock pretty much told Prime to slag off, saying that they destroyed robots. Megatron Rising - Part 1 Later, Teletran-1 crashed on Dinobot Island, and the Autobots and Decepticons held their battle there. No sign of the Dinobots.

After the Cybertron Elite Guard arrived on Earth, Optimus took Supreme Commander Ultra Magnus and Sentinel Prime to investigate Optimus Prime's claims that the AllSpark was dispersed. En route to the ship, the Dinobots jumped the Autobots. Sentinel Prime was unimpressed, telling them to "shoo". Grimlock's transformation was a little more impressive, as was his sword. Ultra Magnus summoned lightning with his hammer, and the Dinobots snuck away into the wilderness. The Elite Guard

It was later learned that Blackarachnia had washed ashore after falling off Teletran-1, and the Dinobots took her in. Grimlock, an Alpha Male in the worst sense of the word, immediately claimed "Spider-Lady" as his, and he was not above using force to remind Swoop and Snarl. While she recuperated, Blackarachnia explored Meltdown's lair and discovered his genetic research. Realizing that he could remove her organic half and make fully robotic, Blackarachnia had the Dinobots liberate Meltdown from prison. After learning of their involvement, Optimus Prime, Prowl, and Bumblebee arrived, but Blackarachnia infected Bumblebee and Prowl with her venom, demanding that Optimus help Grimlock retrieve a genetic modifier from Meltdown's lab. However, once he had the modifier, Meltdown decided to remove the robotic half from Blackarachnia, intending to gain an organic Transformer, and sicced his two mutants on Prime and Grimlock. Fortunately, Swoop and Snarl arrived to help Grimlock, and Optimus removed the modifier before it changed Blackarachnia. Meltdown attempted to retrieve the device, but touching it caused him to break apart at a molecular level. Blackarachnia used Grimlock's jealousy to her advantage by getting close to Optimus, compelling Grimlock to attack the Autobot. Seeing that she had fled, Grimlock begged Blackarachnia to come back, saying that he loved her, but to no avail. Grimlock ran off practically in tears. Swoop and Snarl seemed okay. Black Friday (episode)

The Dinobots later watched as an oil container with the Constructicons riding on top of it appeared off the coast of their island and exploded. Three's a Crowd

As part of the Dinobots' continued assistance of Blackarachnia in her technorganic experimentation (despite her apparent earlier desertion), Swoop kidnapped Wasp, then stood guard with the other Dinobots as Blackarachnia convinced Wasp to undergo experimentation, turning him into Waspinator. Jetfire and Jetstorm beat the Dinobots up while Sentinel Prime snuck by them. The Dinobots were nearby and incapacitated when Waspinator went critical, taking out most of Dinobot Island. Predacons Rising

Despite the massive destruction of the island, the Dinobots survived, though Grimlock and Swoop would kick out Snarl when he decided to become the pet of Scrapper, who had become a castaway on the island. Human Error, Part II

Titan Magazines
After Starscream and his clones attempted to steal the Autobots' base, Sari (somehow) escaped to Dinobot Island, hoping to convince Grimlock and Co. to come to the mainland and deal with the Starscreams. Things seemed to take a turn for the worse as she stumbled upon a furious Grimlock during some heavy rain. Things worked out however, as it wasn't long before the Dinobots burst into the factory and summarily trounced the clones. Starscream thought better about fighting back, and when the Autobots were freed made his escape. Bumblebee was amazed the Dinobots had agreed to help...until Sari revealed they hated the rain and she'd told them they could stay at the base until the rain stopped. As Grimlock made himself comfortable, Ratchet relayed some sorry news: the weather forecast for the future was heavy rain, with chance of fire breathing squatters. Transformers Comic issue 17

Snarl and Swoop were later infected by a Rage virus, turning them homicidally violent; they turned on Grimlock and then on the Autobot rescue team that arrived to help, badly injuring both their leader and Ratchet before Afterburn could cure them. Animated Comic issue 2

Later, Grimlock and Swoop got into a huge fight over a TV show, and Grimlock kicked Swoop out of the Dinobots. The flier went on to join the main Autobots, while Grimlock kept a suffering Snarl from talking. Transformers Comic issue 23
