The film's producers do seem to intend this to be their take on the pretender concept.

Since we see Rampage and Long Haul after Devastator forms I think there are two possibilities. 1) Those aren't Rampage and Long Haul we see but look-alikes. or 2) Devastator ''can'' form with any combination of Constructicons, including Rampage and Long Haul, but simply didn't include those two this time, meaning the toy is formed from different Constructicons than the movie. Several pages on the wiki indicate that the red Rampage is one of the four Constructicons that accompany Ravage to the bottom of the abyss, and admittedly you can see a red vehicle alongside the other three in the overhead shot. However, this vehicle and the robot it becomes are half the size of Long Haul, tops. Everywhere else we see the yellow Bulldozer that becomes Devastator's left leg - alongside Long Haul atop the cliff face before they combine, as the actual left leg in promo art and the movie, in the Legends and Supreme class toys (with approximately the same cab size for scale reference) - they're about the same size. rampage is not the red robot seen in the movie that fights bumblebee, rampage is actually the yellow as seen in the figure, you see this only once times in the movie when ravage lands on the cargo boat with the constructicons to revive Megatron, rampage jumps/flips off the boat just before long haul. the red one that captures Sam's parents is anomalous in the movie but is extremely like rampage only the vehicles are different, the red bulldozer is a lot smaller than rampages

I made the original trivia line, and while I'm not going to reinsert it, it's obvious from the fight scene in the actual film and the scale of the actual vehicles they transform into (a 5th-gen Camaro is 4.84m long and 1.38m tall, while a Caterpillar D9 is 8.10m long and 4m tall) that Rampage is somewhat larger than Bumblebee. I think it's worth pointing out that, for Diaclone, this made perfect sense. It gave kind of a realistic modular feel to the machines, like theyd get retrofitted for different uses, and.. like.. there were little teams of mechanics in little vehicles.. But then Diaclone was more Zoids than Transformers in that way.
