Horrified at the sight of [[Hot Shot (Armada)|Hot Shot]], [[Red Alert (Armada)|Red Alert]] and [[Scattorshot (Cybertron)|Scattorshot]] being cut down by [[Megatron (Armada)|Megatron]]'s new [[Cyber Key]] power. [[Optimus Prime (Armada)|Optimus Prime]] charges at his old enemy, but finds his way barred by [[Scourge (Cybertron)|Scourge]]. Prime and [[Overhaul (Cybertron)|Leobreaker]] quickly merge into Savage Claw Mode and dispose of Scourge, but Megatron then uses his new machine gun to collapse a cliff in Prime's path, buying more time to finish off the three wounded Autobots. [[Override (Cybertron)|Override]] and [[Evac (Cybertron)|Evac]] come to their rescue, occupying Megatron long enough for [[Vector Prime]] to carry the three injured warriors away to safety through a [[dimension gate]]. [[Coby Hansen|Coby]], [[Bud Hansen|Bud]], [[Lori]], [[Lucy Suzuki]] and [[Colonel Franklin]] meet Vector Prime as he emerges, and Coby immediately tries to repair the Autobots himself, until Franklin stops him and suggest taking them to an air force base for expert mechanical care.

On the volcanic island serving as [[Starscream (Armada)|Starscream]]'s headquarters, the 'bot himself is in the process of absorbing the power of [[Primus]] through the [[Omega Lock]]. As all the [[Ancient Decepticon]]s watch and cheer, [[Thunderblast (Decepticon)|Thunderblast]] grows bored and goes outside to look for some fun. She spots a navy ship and taunts it wickedly, ducking in and out of the [[Camouflage Shield]] surrounding the island to make it appear that she is appearing and disappearing, until it turns tail.

Back at the battle, Evac and Override continue to get Megatron a run for his money, so he attempts to cut and run through a dimension gate. Optimus Prime refuses to let him escape, and douses the flaming portal with his water cannons, causing it to fade out. As the fight between the two continues, Vector Prime returns, and reports that things do not look good for Hot Shot, Red Alert and Scattorshot. Optimus Prime, however, does not believe that three of his best soldiers would give up so easily!

Transported to an air force base by a larger cargo plane, Hot Shot, Red Alert and Scattorshot undergo extensive "surgery" at the hands of the base mechanics, under the direction of Coby. As they work, however, Red Alert regains consciousness, and tells them that it is pointless: as a doctor, he knows they are too badly damaged to repair. Scattorshot is equally pessimistic, bringing Bud to tears, but when Hot Shot wakes up, he is much more optimistic than his two comrades, even when he realizes that he has been blinded and his engine won't run. Spurred on by Hot Shot's never-say-die attitude, Coby dives back into his work, even as Red Alert insists that it is pointless. Lori refuses to take any more of the medi-bot's guff, accusing him of giving up in the face of a challenge. As Scattorshot and Hot Shot proudly announce their desire to survive and fight another day, Red Alert realises that he too has much left to fight for.

Their hearts burning as one, all three Autobots begin to glow red as the sound of the [[Omega Frequency]] rips through the air, and energy snakes from their bodies to a satellite dish on a nearby building. The dish fires a bolt of energy through the [[space bridge]] in the sky above, straight to [[Cybertron (planet)|Cybertron]] itself. The planet in turn shoots a beam back to Earth, right at the Omega Lock, which surges with power, much to the shock of Starscream. Finally, the Lock launches one final beam into the sky, which loops the planet and strikes the damaged forms of Hot Shot, Red Alert and Scattorshot, filling them with life and energy once more. Restored and empowered by the energy of Primus himself, the trio scan three new alternate modes from nearby military vehicles as the overjoyed kids watch.

Simultaneously, Megatron is able to break through Evac and Override's defense and strike down Optimus Prime with a blast of energy. As Megatron and Scourge bear down on the Autobots, however, a warp gate appears overhead courtesy of [[Jolt (Cybertron)|Jolt]], through which the all-new, all-different Hot Shot, Red Alert and Scattorshot appear. Shocking their teammates with their new forms and new Cyber Key powers, the new-born "[[Cybertron Defense Team]]" keep the Decepticons at bay while Optimus receives a communique from Jolt: the Air Force base has been able to track the location of the energy surge that revived the three Autobots, pinpointing the location of Starscream and the Omega Lock! Vector Prime opens a dimension gate to Starscream's island base, and Optimus, Evac and Override leap through as Red Alert covers their escape.

On Starscream's island, nonchalant Ancient Decepticon hipster [[Lugnutz]] is driving around feeling bored when he observes the opening of a dimension gate overheard. As Optimus, Evac and Override emerge and descend towards the island, Thunderblast arrives at Lugnutz's side, sure that the Autobots' arrival will herald a lot more fun...

In the inverse is also on fine display, too, as Vector Prime is able to carry the suddenly-tiny Hot Shot, Red Alert and Scattorshot, all lying in a line, on his nosecone in vehicle mode.

Landfill and Rail Racer finally fought side-by-side in order to protect [[Fortress Maximus (RID)|Fortress Maximus]] from the Decepticon forces {{storylink|Fortress Maximus (episode)|Fortress Maximus}} and later fought Ruination at length while the Build Team hid the giant robot in Metro City. {{storylink|Koji Gets His Wish}} They again fought a protracted battle when the Decepticons located [[Cerebros (RID)|Cerebros]] and activated Maximus. After the Decepticons located the Autobot base, they were lured to a predetermined location where the entire Autobot force was waiting in ambush. The arrival of the "[[Megastar]]" turned the tide in favour of the Decepticons, and Rail Racer attempted to attack it from below but was blown back by a barrage of missiles. {{storylink|Surprise Attack!}} His attempts to prevent Galvatron drain energy from Fortress Maximus also failed, and Team Bullet Train separated in order to beat a hasty retreat. {{storylink|Galvatron's Revenge}} The final formation of Rail Racer came when the Autobots moved to defend [[Optimus Prime (RID)|Optimus Prime]] from the Decepticons. They were able to shield Optimus from Galvatron's paralysing ray long enough for their leader to recover and return with [[Ultra Magnus (RID)|reinforcements]]. : Rail Racer combines Railspike as the upper torso and arms, Rapid Run as the mid-torso and backpack, and Midnight Express as the legs of one large robot. He carries Rapid Run's shield/launcher as well as a large cannon formed from both Railspike and Midnight Express' weapons. Rail Racer (or rather, JRX) could be assembled by buying the three individual Bullet Trains, though all three members of Team Bullet Train were also available in a complete box set in Japan.

: There are significant differences between the [[Takara]] and [[Hasbro]] versions of Rail Racer. The Takara version has several portions cast in transparent plastic to give him clear windows, requiring extensive [[Paint operation|paint applications]] to blend in. * The Takara versions of the Bullet Trains appear to have had a particularly bad run of quality control regarding the paint applications, with many having sloppily-applied decos. While the individually-packaged Bullet Trains came in clear-window packages to see the toys, the box set was completely windowless, so it was kind of a crap shoot as to the quality of paint you got with the set.

* Reportedly, the Bullet Trains, which were developed with Takara's very flexible pricing structure, really did not fit into Hasbro's more rigid existing price-points, budget-wise. They cost too much to be sold as Deluxes, but weren't really up to Mega-costs.

* In the [[Robots in Disguise (cartoon)|cartoon]], Rail Racer sometimes refers to itself as "we", which opens up questions on how much of an emergent personality this combined form has compared to previous G1 [[Combiner|combiners]].

* Coincidentally, Rail Racer was released around the same time as the Grand Liner, a set of trains that combine into a massive robot in the competing ''Super Sentai'' line.

The High Council is the main ruling body of Cybertron {{storylink|More Than Meets The Eye (Armada)|Cyber City's ''More Than Meets The Eye'' entry}} and is composed of Transformer elders, who regard themselves as the all-knowing ancients and founders. However, they either overestimate themselves or they willfully lie and keep quiet about a lot since there's quite a few secrets on Cybertron they appear oblivious to. {{storylink|What Lies Beneath}} Before and during the war with the Decepticons, the High Council was probably housed in the [[Loop]] in [[Cyber City]]. After [[the Unicron Battles]], the remains of the Loop were demolished to make room for a new complex, the [[High Halls]], where the High Council gathered from then. {{storylink|This Evil Reborn}} Whenever they can't appear in person, they communicate with each other through the Amalgamation. {{storylink|No Exit}}

Despite the ten years of peace that followed the defeat of [[Unicron]], [[Optimus Prime (Armada)|Optimus Prime]] remained concerned that the Chaos Bringer was not definitely dealt with and so requested the High Council to provide him with the means to launch an investigation. The High Council refused on grounds that resources were still scarce and that the panic the investigation would generate among the population was counterproductive to the goal of prolonged peace, whereas Optimus Prime had no proof that Unicron still posed a threat. Unsatisfied with this decision, Optimus went to see [[Over-Run (Armada)|Over-Run]] to ask him for advice. The [[Mini-Con]] told him of an [[uplink platform]] on the southern polar peninsula where he'd be able to make contact with the [[Hub (Energon)|mass intellect]] of Cybertron itself to learn about Unicron's fate. However, the Council was skeptical about his story of [[Alpha Trion (Energon)|Sig-Omega]] and the [[Hub (Energon)|Hub]], neither subjects they possessed knowledge of, let alone his claim [[Megatron (Armada)|Megatron]] was still alive when four of Optimus's own team had testified to have witnessed the [[Decepticon leader]]'s death. After having spent some time preparing Earth for an attack by Unicron's armies, Optimus wanted to return to Cybertron to ask the Council for reinforcements and more resources. However, he disappeared during his travel by [[space bridge]]. {{storylink|Omni-Potent}} As such, [[Jetfire (Armada)|Jetfire]] stood up to place the request for resources. Appearing before the Council alongside [[Prowl (Armada)|Prowl]], his case was initially rejected on grounds that sending extra troops to Earth would leave Cybertron completely defenseless. Avalon then chimed in that it occured to him that if they didn't put effort in keeping Earth's Energon out of Unicron's reach, then it didn't matter how many troops they kept on Cybertron because they wouldn't stand a chance against him. This got the rest of the Council thinking {{storylink|Multiplicity}} and they eventually decided to give the Autobots access to all that they would need to complete their mission. Jetfire expressed his gratitude, in particular to Avalon, but the friendly talk was cut short when Prowl brought in news of a massive [[Terrorcon (Energon)|Terrorcon]] attack on Earth. {{storylink|Multiplicity, Pt. 2}}

Once the battle was over, Jetfire returned to Cybertron to speak with the Council about two bits of knowledge he had acquired, namely that Megatron was alive and back and that he knew what had happened to Optimus Prime. Avalon declared that they now had to face the possibility Optimus would not come back, then respectfully disengaged to handle other matters, i.e. figuring out with Alpha Quintesson in which part of Unicron's body Optimus was dwelling. {{storylink|No Exit}}

The ruling [[Magnus]] holds the chairbotship, and correspondingly sits in the highest seat. To his left sits the head of all of the civilian guilds, representing the non-military portion of the council; and to his right sits the head of [[Cybertron Intelligence]]. While Sentinel Prime was technically the ''pro tempore'' Magnus following Ultra Magnus's injuries, the High Council made it clear they did not recognise his authority. Sentinel Prime views the Council as being incompetent bureaucrats, but he's a jerk and they'd snubbed him when he said that, so it's probably not true. {{storylink|Decepticon Air}}. The High Council consisted of thirteen members and convened in the [[High Council Tower]] in [[Iacon (city-state)|Iacon]]. The High Councilers saw Cybertron through a [[Quintesson]] invasion, the [[Golden Age]] of Cybertron and the beginnings of the [[caste system]]. Aware of the Cybertronian populace's disgruntlement with castes, the High Council turned a blind eye to the rising [[gladiatorial combat]]s taking place in industrial areas in and around [[Kaon]]. As Orion Pax and [[Megatron (Prime)|Megatron]]'s movement to abolish the castes turned violent and [[Sentinel Zeta Prime|Sentinel Prime]] disappeared, [[Alpha Trion (Prime)|Alpha Trion]] arranged a hearing for them at the High Council Chamber. There Orion claimed the caste system enslaved Cybertronians and demanded a new Prime to lead them in an age of self-determination. He was unaware that [[Halogen]] had been told by Alpha Trion that Orion might be the [[Prime (rank)|Prime]] who would save Cybertron from civil war, as foretold in the [[Covenant of Primus]], and he appointed him Optimus Prime and sent him on a quest for the [[Matrix of Leadership]]. But this act destroyed Optimus and Megatron's movement, as the jealous gladiator murdered Halogen and claimed Optimus had betrayed for the High Council's favor. The Council said that for too long they have watched the Primes fail in their lofty positions, but Optimus was one leader whose wisdom and courage transformed the lives of those around him. Charging him with the mission to remove the infection of Dark Energon from Cybertron's core, the council bestowed leadership of the Autobots onto Optimus, a burden and responsibility he accepted.
