Don't get your panties in a knot, I'm just speculating based on the evidence given. I don't expect my theory to be canon, I just figured that he was responsible because of the fact that he was affiliated with Jhiaxus (whom we know is from the Cybertronian Empire) and that he wasn't aboard the Nemesis, therefore either they snuck under his radar during the Great Shutdown or he was from the same faction and purposely let them infiltrate the planet. the empire built up by the Second Generation Decepticons
:The Cybertronians are a faction from the Generation 2 portion of the Generation 1 continuity family. They're sometimes referred to as Second Generation Decepticons or some variation thereon.

The Cybertronians were a result of Decepticon rediscovery of Bio-Morphic Reproduction ("budding") ~4 million years ago on Cybertron. The Decepticons were able to rapidly expand their population using this method.

These new Decepticons left Cybertron in the hands of petty warlords unfit for the future empire and took to the stars to conquer other worlds.

In the modern era, the Cybertronian Empire has adopted an aggressively expansionist stance. They claim to have advanced their society beyond the need for war, but hold little regard for non-Cybertronian lifeforms. Under the cause of improving the quality of life for their citizens, they have conquered many worlds, enslaving or exterminating the native population and cyberforming the planets to create "little Cybertrons."

This was apparently under the direction of the Decepticon progenitor known as the Liege Maximo, who rules them from the planet-spanning structure known as the Hub, which harnesses the networked power of the cyberformed planets. The construction of this network was later revealed to be part of a gambit by the Liege Maximo to ascend to the plane of the Dark Gods.

Physiology
The new Transformers created by budding felt little or no emotional attachment to Cybertron. In fact, they felt little at all. Primus' plan had shut down reproduction via budding at the intended point and the more these new Decepticons reproduced after that the more thinly his life force was stretched between them, the more they "watered down the line" to use Megatron's phrasing, leading them to be "born" less and less emotional and more and more robotic in nature.

They have a tendency towards a uniform color scheme of light green and silver. Many of the smaller troops must combine in pairs to form one alternate mode (this may possibly be a symptom of their degenerating "genetic" line).

Decepticon or Cybertronian?
Many citizens of the Cybertronian Empire have long since forgotten the terms "Autobot" and "Decepticon" in the millennia since leaving their birthworld. However their forebears are remembered bitterly by individuals such as Liege Centuro Jhiaxus. By his reckoning the Empire are the "true" Decepticons, having achieved the inborn Decepticon imperative of galactic conquest. He judges the Decepticons and Autobots they left behind as "evolutionary throwbacks." However, given Jhiaxus' former barbarism, he might be projecting his own issues onto his forebears.

IDW comics continuity
A parallel to the birth of the Cybertronian Empire is present within the IDW comics. In this continuity, Nova Prime convinced the populace to charter the Ark spacecraft under a mission of exploration. However, Prime was secretly a Cybertronian supremacist, and with his chief strategist Jhiaxus, his intention was to make the mission one of conquest and colonization much like the Generation 2 Cybertronians. However, this glorious manifest destiny was cut short after the Ark disappeared into the Benzuli Expanse and emerged in the Dead Universe. Spotlight: Galvatron

Though trapped within another dimension with only limited means of egress, Jhiaxus nonetheless continued upon Nova Prime's plan on a much greater scale. In preparation for the cosmic Expansion, the Cybertronian scientist began guiding the technological evolution of planets towards the ideal of his leader. As a result, Gorlam Prime was pushed along a path to mechanical lifeforms and an overall landscape analogous to Cybertron. Spotlight: Hardhead

Trivia
*The Cybertronian faction-symbol was also adopted by Bludgeon's Decepticon forces during their period of exile from Cybertron while operating outside of the Milky Way. It's possible the symbol has a common cultural meaning that would cause two disconnected groups of Decepticons expatriates to gravitate towards it. (However, in a real world sense, it's likely that the Generation 2 faction symbols were mandated by Hasbro as no current toys used the original Decepticon symbol.)
The One is an extradimensional entity from before time, in whom Order and Chaos exist in perfect harmony. It created Unicron (boo!), then cut him in half to make Primus (yay!). The Vok claim to be guardians of The One and followers of its will, meaning it possibly exists in Nexus Zero. They also seem to think that either it created the multiverse, or it is the multiverse. Details are fuzzy.

Fiction
Marvel comics
After the Big Bang, the sentient core of the universe noticed that Unicron was eating everything, and so it birthed Primus to destroy him. The Void! (US) It promised that Primus could return to his reserved place within the Omniversal Matrix once he was victorious. Primal Scream

3H comics
The Vok were the first known source of information about The One, whom they tended to describe in relation to themselves, or vice-versa.

The enemy in question at the time seemed to be the resurrected Tarantulas, who in fact had captured the power of two Vok and was preparing to wreak havoc upon prehistoric, post-Beast Wars Earth. The Vok sought to protect "the sleepers," by whom they meant the stasis-locked Autobots and Decepticons aboard the Ark. They believed this to be "the will of The One". Primeval Dawn Part 1

Later, they explained themselves again to their creation, Primal Prime:

That time, they seemed to be referring to The One as not the creator, but the creation. Notably, they never referred to Primus by name (nor Unicron, for that matter), though they did fear "the enemy of all creation," to whom Tarantulas was attempting to deliver the Matrix of Leadership. Primeval Dawn Part 3 As Tarantulas would later be seen inside Unicron during the Universe war, Unicron is likely that enemy. Escape (issue) This raises the question of how Primus fit into their cosmology, and in fact whether he was what they meant by the creator-One. Answers remain unclear.

DK Ultimate Guide
The One existed before time itself, witness to the birth of the universe. The One was curious about this new realm and created a new being, Unicron, to explore it. For some reason, The One then split its creation in two, one half still being Unicron while the other became Primus. In keeping with their creator's nature as a perfect balance of Order and Chaos, the twin "exploratory heralds" became the embodiments of those two principles, but separated. Transformers: The Ultimate Guide
Timelines: Wings of Honor
Notes
* The Armada cartoon, which came out between the 3H comics and the Ultimate Guide, provided an interesting parallel in its creation story. Narration in the series premiere declared, "Light years ago sic, deep in the cosmos, a unique digital entity came into being. In search of other life forms, it sent explorers out to the furthest reaches of the galaxy. These digital, mechanical beings became known as Transformers." This was expanded upon in the novelization, which said that the Transformers' pre-war goal was to explore the universe, downloading their discoveries into Cybertron so the planet could grow in knowledge. Assuming the "digital entity" was Primus, he seems to be imitating his creator's own method of vicarious exploration.
* The One's method of creating Primus from the substance of Unicron mirrors Primus's creation of the Transformers, whose sparks are fragments of his own being, as stated in "Abduction". This process was explored in slightly more detail in Simon Furman's apocryphal text story "Alignment".
Jesus is presumably a human, but no facts are directly known about him or her, only other people's claims. For example, Sam Witwicky and his teacher both agree that, if Jesus were in the teacher's shoes, he would give the boy a dishonestly inflated grade to trick Sam's father into buying Sam a car. Another is that he/she is the child of a being known only as "God".
Transformers (2007)
Sam Witwicky's dad had promised him that if he kept his grades up, he would give him a car at the end of the school year. But on the verge of summer, Sam's grades were perilously low, and his only chance lay in a final presentation. This went disastrously, and the teacher was prepared to grade him harshly, but Sam explained his situation and begged for leniency. The teacher appeared unconvinced until Sam's final plea: "What would Jesus do?"

Sam was soon seen jubilantly headed for a car dealership with his father. Transformers (2007)
According to Leo Spitz, Jesus was alive during the time Rome held influence in the world. He was also a notable religious figure, comparable to Mohamed or Buddha. He gave a lecture called the Sermon on the Mount, and Leo speculates that if the Internet had existed at the time, history would have proceeded much differently if it had gone viral. Revenge of the Fallen (novel)
*In the Generation 1 Marvel UK comic issue "Stargazing", Starscream claims that Christmas is a celebration of the birth of someone called "Christ".
:The Tripredacus Council is a group of Predacons from the Beast Wars portion of the Generation 1 continuity family.

The Tripredacus Council is one of the many ruling bodies of the fractured Predacon Alliance. They meet in secret in undisclosed locations, and plot the return of the Predacons to glory, though under their terms. They choose to wait and grow strong before attacking, but many Predacons are impatient. This has led to some rogue behavior among the Predacon ranks.

One of their agents, Tarantulas of the Predacon Secret Police, suggests that, like himself and unlike the rest of the Predacons, the Tripredacus Council are not descended from the Decepticons trapped on Earth. Instead, they may have extradimensional origins, be linked to the Cybertronian Empire, or may be, in fact, creations of Unicron himself...

The three members of the Tripredacus Council are:

*General Ram Horn
*General Sea Clamp
*General Cicadacon

They can combine to form Tripredacus.

Their known affiliates and agents include:

*Flamewar
*Magmatron
*Onyx Primal
The transwarp wavefront caused by the destruction of the Planet Buster eventually reached Cybertronian space in the Beast Era, hitting Predacon Command Outpost One, causing a severe power outage. The council apparently convened on the station immediately afterward, where they noted that the transwarp wave's signature matched that of the Darksyde, thus meaning that Megatron still functioned, and was still carrying out his secret agenda. In order to prevent the Maximals from discovering this, they detonate a satellite somewhere near Cybertron, dispersing the wave before it reaches the planet. They then dispatched Covert Agent Ravage in a prototype transwarp cruiser to track the wave to its point of origin and terminate Megatron "with extreme prejudice". The Agenda (Part 1)

It turns out the Council actually wanted their agent Tarantulas in Earth's prehistory, as they had a plan to have the Ark and its inhabitants destroyed. As they did not have Autobot or Decepticon origins, the Council would be spared the resulting timestorm and would take control of an altered Cybertron. Their own goal was galactic conquest. Of course. Other Victories
