&lt;div&gt;The &#039;&#039;&#039;Interplanetary Personnel Exchange Program&#039;&#039;&#039; is an [[Autobot]]/[[human]] alliance created to promote cooperation between the two alien races on [[Earth]].  &lt;br /&gt;
&lt;br /&gt;
Coordinated by Officer [[Clamp Down]], the effort was initiated during a particularly tumultuous time, when Transformer acceptance on Earth was at an all-time low.  The Exchange Program sees humans from all walks of life, be they police officers, news reporters or super models, paired with like-minded Autobots, displaying unity and friendship between the races to a cynical humanity.  Incidentilly, their purpose is not to join forces and battle [[Decepticon]]s, but to solve various daily human dillemmas, no matter how mundane they might be.&lt;br /&gt;

In 2005, After [[Galvatron (G1)|Galvatron]] crash-landed in [[Tokyo]], decimating the city, the global opinion of Transformers on [[Earth]] took a considerable nosedive.  Efforts were even made by the [[Earth Defense Command]] to evict the [[Autobot]]s from the planet.  In response, Officer [[Clamp Down]] formed the Interplanetary Personnel Exchange Program to publically show the people of Earth how Autobot/human cooperation can benefit them in everyday life. {{storylink|Generation 1 cartoon timeline (Japan)#2005b|Kiss Players timeline}}&lt;br /&gt;

Despite the &#039;&#039;point&#039;&#039; of the Interplanetary Personnel Exchange Program being to publically promote cooperation between Autobots and Humans, [[Red Alert (G1)|Red Alert]] chose to keep his position as partner to Japanese police Officer [[Ai Kuruma]] a secret to all but her. While going for a luxurious drive with his partner, [[Junko Shiragami]], [[Sunstreaker (G1)|Sunstreaker]] was egged into a race with a pasing sportscar. While covering an auto show, [[TV Bureau]] announcer [[Lumina Hoshi]] was helpless to stop a lighting fixture from falling from the roof upon a crowd of people. The time-frame involved, the reasons for the program, and the characters of 2005&#039;s &#039;&#039;Binaltech Asterisk&#039;&#039; being part of it were all retconned in later, by the [[Generation_1_cartoon_timeline_(Japan)|2007 timeline]] published during the &#039;&#039;[[Kiss Players (franchise)|Kiss Players]]&#039;&#039; series.&lt;br /&gt;
