At the very start of their faction's formation, the [[Decepticon]]s may have been content with ruling [[Cybertron (planet)|Cybertron]] alone, but that is a notion of little value. It matters not that [[Primus|their creator]] intended the [[Transformer]]s to be a race of peace. The Decepticons are the highest form of life in existence, conquerors who will bring order to a galaxy plagued by disorder and weak organics. That order is the '''Decepticon Empire''' (sometimes '''Decepticon Imperium''' or '''Decepticon Star Empire'''), a reign of life's most powerful creatures and thus highest accomplishments.

By 2006, the Decepticon Empire was essentially extinct. After the Decepticons were driven from Cybertron by [[Unicron/Generation 1|Unicron]]'s attack and the disappearance of [[Galvatron (G1)/Generation 1 cartoon continuity|Galvatron]], they fled to [[Chaar]]. Without Galvatron, or other strong leaders such as [[Air Commander]] [[Starscream (G1)/Generation 1 cartoon continuity|Starscream]] and Military Operations Commander [[Shockwave (G1)/Generation 1 cartoon continuity|Shockwave]], they descended into a period of disunity, spending their time fighting each other for scraps of [[Energon]]. Eventually, [[Cyclonus (G1)/Generation 1 cartoon continuity|Cyclonus]] resolved to locate Galvatron and restore the Decepticon Empire to its former glory. Some time after the Earth year [[2007]], the [[Quintesson]]s invaded [[Cybertron (planet)|Cybertron]]. In liberating the planet from the aliens, the [[cityspeaker]] [[Windblade (Cyberverse)|Windblade]] overexerted herself freeing the Titan [[Croaton (Cyberverse)|Croaton]], her mind fracturing. One of these psychic shards found its way to the Dweller, reactivating him. Taking pity on the incomplete cityspeaker, the Dweller possessed Hammerbyte when confronted by the beastformer and had him retrieve Windblade's body. Once he'd repaired the cityspeaker, the Dweller planned to use her to assimilate all of Cybertron's population.

Windblade's allies followed Hammerbyte with the Dweller managing to enthral [[Bumblebee (Cyberverse)|Bumblebee]]. When confronted by [[Chromia (Cyberverse)|Chromia]], the Dweller explained his history and motives before he sent his thralls to attack the Autobot. Once Chromia had managed to turn Bumblebee's [[Stinger (weapon)|stinger]] on both Autobots, its electrical effects freeing them from the mind control, the Dweller flooded the room with his hypnotic gas only for the Autobots to flee, Hammerbyte seizing Windblade's body. Though the Dweller was quick to follow, the Autobots managed to breach the surface of the Argon Sea and abandon their shuttle, the Dweller unknowingly taking the empty craft back into the depths with him.
