Garcia, Senator Barbara Larkin, and a congressman attended the unveiling of Power Station Alpha. Garcia wished to be able to get excited about the prospects of the mobile nuclear power station, but feared its abuse and the dangers such power possessed. He stated that Larkin, who was the instigator for the project, couldn't be objective about the threat of the station and procured a committee report detailing the dangers of the station. After the appearance of a giant robot at the Power Station Alpha site, Garcia came to Fort Lewis, where he met with Larkin and General Abernathy. Abernathy informed the senator that another robot had appeared at the site. Power Struggle
