'''Percy''' is a [[Wikipedia:Viper (G.I. Joe)|Cobra Viper]], the lowest entry-level position within the cobra ranks.  He was recruited at a time when [[Cobra Commander]] was how-shall-we-say... ''hard up'' for personnel, and frankly it shows.

Percy isn't bad at his job ''per-se'' -- he can fire a gun, and he operates quite effectively within his comfort zone of killing, maiming, and making things 'splode.  But ''outside'' of his comfort zone (say, transported to an alien planet or time traveling with the fate of the world on his shoulders), Percy crumbles.  He starts to hyperventilate, suffers from panic attacks, and bangs his head against the wall to just ''make it all go away''.

He's hilarious, unless he's a part of your team allegedly helping you save the world from a timestream holocaust.

Percy was one of two Vipers that accompanied Cobra Commander's raid on the [[Teletran 3]] computer on [[Cybertron (planet)|Cybertron]].  The other Viper got to fight dinosaurs with [[G.I. Joe|the Joes]] and have an awesome bonding experience.

Percy had a nervous breakdown upon arriving in 1937, and as a result the rest of the team wouldn't let him do ''anything'' for the rest of the mission, not even drive the truck.  <small>And the [[Baroness]] made fun of him the whole time.</small> {{Storylink|G.I.
