The '''Initiative base''' is a fully-modular structure that can split apart into a number of wheeled vehicles resembling hi-tech trucks, allowing it to be swiftly relocated. The organization known as the [[Initiative]] values its privacy, and their base allows them to move about in an almost untraceable way. Even when stationary, it is heavily fortified with ground and air defense systems, including innumerable tanks and ground troops. It incorporates technology [[Cybertron (planet)|not of this world]].

Parts of the base include:
*A command center and communications hub
*A large meeting room
*The Deep-Freeze, in which a number of brainwashed [[Transformer]]s are kept on ice.
*Isolation-1, to which only [[Carter Newell]] has access. It houses the head of [[Fortress (ROTF)|Fortress]] and the wreck of his parent's car.
*Laboratories for the Initiative's experiments with Cybertronian technology.

During the operation at [[Kingdom Petrochemicals]], the base was located in [[Inyokern]], [[California]]. Several of the base's vehicles were used to transport the team to the petrochemical plant and back. {{storylink|Nefarious issue 1|Nefarious #1}} The [[AllSpark]] that the Initiative were growing in their lab neared its completion, though they required more AllSpark energy to feed it. {{storylink|Nefarious issue 2|Nefarious #2}} Newell had one of the Decepticons, Ransack, thawed from the Deep-Freeze to provide a distraction while Initiative troops raided [[Hoover Dam]]. {{storylink|Nefarious issue 3|Nefarious #3}}

[[Soundwave (ROTF)|Soundwave]] managed to track [[Ravage (ROTF)|Ravage]] back to the base. He and his team attempted to assault it, but they were attacked and suppressed by the defense systems. Soundwave found himself facing some of the Initiative-controlled Transformers. Newell paid Fortress a visit in Isolation-1 {{storylink|Nefarious issue 4|Nefarious #4}} before the base was up and moved to [[Crater Lake]], [[Oregon]]. Though the move was stealthy enough, Soundwave eventually managed to track them using traffic camera footage.

The base's personnel  spotted the incoming [[NEST]] forces and deployed the defenses, but were eventually forced to send out the brainwashed Transformrs. {{storylink|Nefarious issue 5|Nefarious #5}} Eventually [[Optimus Prime (Movie)|Optimus Prime]] managed to breach the wall of the base, but Newell, who by now had had himself wired to the AllSpark, attempted to use its power to terminate the Transformers in the area. After Newell was injured, he converted the base to its mobile mode and attempted to escape in one of the modular sections. Meanwhile [[Ingrid]] had freed Fortress, who recreated a body from parts of the base. In the aftermath of the battle, NEST found that the base's databanks had been erased. {{storylink|Nefarious issue 6|Nefarious #6}}
