Prior to the [[Great War]], [[Flatfoot]] of [[Polyhex Minor]] was the head of the organization. At the time, [[Prowl (G1)|Prowl]] and [[Chromedome]] were attached to the division and were investigating a string of murders seemingly associated with the growing [[Decepticon]] movement. Flatfoot confirmed to the media that the murder of [[Senator]] [[Sherma]] and [[Momus]] was the result of two pro-functionist agitants that were trying to escape an I.M.D. investigation.
