If we say for the sake of argument that there's some need to explain why the Rescue Patrol redecoes specifically aren't past teammates, it's equally likely that they started from the idea of redecoing Red Heat into Wheel Blaze and then chose Road-Police as his partner because Stakeout isn't a firetruck.
