If you replace all the parts, but it has a similar transformation scheme, that is not a retool! On Mirage's page, that toy is said to be a "heavy retool" of this one. Finally, on this page Swindle is said to be "the basis of [Mirage's] mold" which (while somewhat ambiguous) seems to mean that they are retools.
