I think it is more likely that in this comic, "The Fall and Rise of the Decepticon Empire", that Straxus was always just a regional governor under the Triumverate (who were probably located at [[Decepticon Imperial Headquarters]] all along), who had a very loose control of the empire leaving Straxus and Scorponok (before he left Cybertron in ''Headmasters'') mostly independent in their arenas.
