As is, there is no evidence in-universe to prove he is Rumble or Frenzy alongside actual evidence (his color) that he isn't. Take Straxus, for example; his IDW section, for the longest time, "invented" him getting out of the Dead Universe as an explanation for him being in Megatron Origin, when it was obviously a result of the Holmes/Milne (not sure how much of the cameos in Megatron Origin are actually called out in script) having different ideas and not knowing what Furman was planning to do with him.
