If I were better educated, I'd probably recognize this structure.

Plains City is one of five bases constructed by the Autobots and their human allies on Earth in the ten years following the Unicron Battles. Built in England,[1] one of its purposes is to search for Energon to mine.

Despite its name, it isn't really on the plains... more like on the cliffs.
