The replica AllSpark is a product of Starscream's somewhat dubious initiative to create an exact copy of the lost artifact using Sector Seven's exhaustive data, then jump-start it with a human robot sacrifice. It was constructed in the city of Trypticon on Cybertron, during the aftermath of Megatron's death at the conclusion of the battle in Mission City. While it looks exactly like the original AllSpark, it requires some sort of kick-start of energy to power it up so it can bring new life to Cybertron.
