Soundwave's workshop is a room beneath the gladiatorial pits of Kaon, not far from Megafun's. It's a bit of a dump, as the other Decepticons regard it as a place to dump their trash.

Fall of Cybertron

After Megatron was slagged by Metroplex, Soundwave salvaged the parts and took them back to his workshop. There, he was able to use his equipment to reassemble Megatron with the help of Laserbeak and Rumble before using a E.D.K. TechVolt to bring his leader back online.
