When you're trying to rule an entire planet and don't necessarily have the intentions of not being a dictator, you'll need someone to patrol your streets and deal with the enemies you'll no doubt make. The Autobot High Council's High Council Troopers can always be counted on to do that job right. Patrolling the streets and the skies of Cybertron, these "law enforcers" ensure the Council's agenda succeeds without opposition Cybertron stays peaceful. Upon spotting a Dinobot, one of the troopers ran a facial recognition scan, identifying the drivers as "enemies of Cybertron". Despite the group's best efforts to escape pursuit, they were surrounded, on all sides, by High Council Troopers.
