Chancellor Gorkon is the leader of the Klingon High Council and the ruler of the Klingon Empire.

As Gorkon opined that such an act signalled the start of total war with the Federation, Starscream entered the High Council's chamber and declared himself the new emperor of the Klingons. When Gorkon balked at the Seeker's claim, he was met by a null-ray blast, responding with a disruptor, before the other Decepticons arrived, Megatron declaring Kronos now belonged to the Decepticon Empire.
