I'm assuming this is unlicensed, among many reasons being that it directly contradicts everything Hasbro, Dreamworks, IDW, and FunPub are currently promoting. It sounds like a fanwork like Eugenesis but without any major fandom interest (i.e. wasn't a second-tier convention exclusive, wasn't written by Furman or Forward, etc.).
