He comes with a number of clear plastic armor pieces which can be attached to him using the corresponding tabs and slots on his body, and do not need to be removed to transform him between modes. Unlike other uses of this mold, the armor parts come wrapped in paper instead of needing to be clipped off of a Decepticon symbol-shaped sprue.

He transforms from dragon-bird thing into a sphere which can be launched by the included Megatron figure's tank mode.
:As a Cyclone-style [[Mini-Con]] mold, in sphere mode he can attach to and launch from specific "Deployer" style toys (both with and without his armor); in particular, he's meant to go with his pack-in partner [[Megatron (One)#Race&Blast|Megatron/D-16]]. In Beast Mode, he can mount to the same peg by the connector on the bottom of his feet, where the armor sprue attached in-package for Hammer. D-16's arm can be posed to allow Whirlwing to perch on it, giving G1 Megatron and [[Laserbeak (G1)|Laserbeak]] vibes.
