With the Constructicons' creation of mass intellect, an arms race between the Autobots and the Decepticons soon started to build a superior number of combiner forces. However, after Optimus Prime and Megatron disappeared, the two armies fractured into disunited factions. Given how destructive Combiners were, to halt the arms race, the six factions agreed to declare the Special Teams non-aligned, among other things, with the signing of the Crisis Intervention Accord.
