Prowl is a member of the Intelligence Directorate. After an amazingly spotless career as a lowly Intelligence Director, Optimus Prime gave him a position with Starscream in order to keep the opportunistic bureaucrat in check. Prowl thinks that's rotten thanks for supporting Optimus for so long.
