"Lowtech" (also Outworlder or Offworlder) is a term used by Transcendent Technomorphs to designate all those who aren't native to their home dimension, aren't as evolved as they are, and are altogether not as great as they are. It is essentially a derogatory term they use against inter-dimensional immigrants.
