The art implies that the power within the dog incapacitated a number of Decepticon guards as he broke free, but what, did it protect him from drowning and the crushing pressure from the ocean depths, too? Did it allow him to swim god knows how far to make it to land? That Decepticon Super Science is some crazy stuff, man.

Synopsis

Out in the desert, the Combaticons are chasing after a runaway dog. Brawl successfully manages to gun it down, but before the Decepticons can reacquire their escaped prey, Powerglide swoops in to stop them.

At Decepticon Headquarters, Megatron explains to Starscream the importance of the puppy: they "reconstructed" the animal through their advanced science, hoping to create copies that could run amok in human civilization with the great power contained within them.
