In Earth's orbit, the Giant Fortress Base is busy bombarding the planet with a destructive onslaught of meteorites. Star Saber orders the Autobots to launch a full-scale assault. As the Autobots invade the fortress, Deathsaurus attacks Star Saber.

Inside, the Autobots make short work of the Dinoforce but are caught off-guard by one of Leozack's traps. Smugly, Leozack and the Breastforce observe the battle.

In America, Lyzack's a ruthless killing machine.

Jan and Solon ask Star Saber and Deathsaurus to shake on it and the two formerly bitter enemies come together for a hearty handshake and a declaration of peace. The truest victory of all!

So Decepticon civilians, Decepticons that don't want to fight, would seem at odds with their origin. However, the Victory manga is decidedly removed from the animated series continuity, so make of it what you will. This is actually the first appearance in any Transformers media of female Decepticons, both of them being civilians.
