I think it's pretty obvious that he's grown to like the Earth and, more importantly, the humans, and wants to stick around to help them in case - just like the episode stated - more Decepticons decide to target their planet.

Ratchet's reasoning for remaining on Earth doesn't really make sense. Optimus states that though Cybertron can support life again, there's a lot of rebuilding to do. Being the most technically skilled Autobot known to still be alive, wouldn't his skills be more needed on Cybertron?
