Because Mismatch likes "upgrading" himself by stealing parts from the Autobots he kills in battle, his Fragmentation Rocket Launcher short-cuts the process using its Scrap Part S-tech. With it, he can knock parts off his foes before they're even dead, and use the parts to repair himself.
