Fiction
Regeneration One
In Cybertron's dim and distant past, Senator Jhiaxus attended the civic opening of the Presidium. The War to End All Wars, Part 1
Following Scorponok's attempt to reprogram the population of Cybertron with his Gene Key, the new Autobot leader Hot Rod met with his advisers Kup, Grapple, Prowl, First Aid, Perceptor, and Jetfire at the Presidium. They determined that a malaise was affecting the population after having done unspeakable things without their moral restrictions. Destiny, Part One
Prowl, Kup and Perceptor met in the Presidium's emergency command bunker to discuss the appropriate response to the appearance of Bludgeon's Warworld and the invasion of the Blitz Engines. While Kup insisted that the Wreckers should be out on the front lines, Prowl argued that a precision strike was needed and when Perceptor identified the Blitz Engines' power source as being on the Warworld itself, the Wreckers had their target. Destiny, Part Four
After thwarting Bludgeon's invasion and his hopes of a glorious death in battle, Hot Rod—now Rodimus Prime—called together Jetfire, Prowl, Perceptor, Nightbeat, and Bumblebee at the Presidium, where he contacted Optimus Prime on Earth to formally request his predecessor's blessing to take charge. Once given, the new Autobot leader got to business, setting up a new team called the Zero Unit to investigate the four strands of consequence he had seen during his sojurn through Zero Space—the Dark Matrix creature arising from the remains of the Deathbringer, the missing Senator Jhiaxus, Spike Witwicky, and the time travelling Decepticon Galvatron.
Working out of Ops-Command HQ, the Zero Unit discovered some clues to Jhiaxus's past and launched a probe into space to discover more about him. Almost immediately Jhiaxus himself arrived with a fleet of Cybertronians in the skies above Cybertron. The War to End All Wars, Part 1 Rodimus returned to the Presidium to consult with the Zero Unit on the best course of action to take, deciding on a face-to-face meeting with Jhiaxus at the Eugenesis Plaza... though suitably covered by the snipers Sureshot and Crosshairs, of course. The War to End All Wars, Part 2
