Snoop is a Renegade from the GoBots continuity family.

This character has no official visual representation in any Transformers product or media... yet, at least.

Renegade Rhetoric

Cy-Kill used Snoop as an example of how Renegades are better designed than Transformers and make less noise transforming. He declared her to be so quiet, she could transform while standing right behind an enemy and go undetected. Cy-Kill thought her experience with undercover work might make her an excellent mentor for his newest recruit, Pow Wow.

When the Renegades evilly put on a production of Pirates of Penzance, Snoop played Mabel alongside Re-Volt's Frederick. They had good chemistry! Renegade Rhetoric
