This character has no official visual representation in any Transformers product or media... yet, at least.
The Creator (創造主 Sōzōshu) is a mysterious entity that formed the Cloud World, along with the Transformers that inhabit it. SARA expresses the Creator's will.

As space and time began, the Creator engineered a multiverse, containing infinite worlds of infinite possibilities. One world was chosen by the Creator to maintain order over all others, and this Cloud World was overseen by the Creator's emissary, known as SARA. Prologue
