- Percy is a human from the G.I. Joe vs. the Transformers portion of the Generation 1 continuity family.

Percy is a Cobra Viper, the lowest entry-level position within the cobra ranks. He was recruited at a time when Cobra Commander was, desperate for personnel, and it shows.
Percy isn't bad at his job per-se; he can fire a gun, and he operates quite effectively within his comfort zone of killing, maiming, and making things explode. But outside of his comfort zone (For example, transported to an alien planet or time-traveling with the fate of the world on his shoulders), Percy crumbles. He starts to hyperventilate, suffers from panic attacks, and bangs his head against the wall just to make it all go away.

Percy was one of two Vipers that accompanied Cobra Commander's raid on the Teletran 3 computer on Cybertron. The other Viper got to fight dinosaurs with the Joes and have an awesome bonding experience.
Percy had a nervous breakdown upon arriving in 1937, and as a result, the rest of the team wouldn't let him do anything for the rest of the mission, not even drive the truck. Optimus Prime was the only person who acted nice to him, and that's because he's nice to everyone. Also, the Baroness made fun of him the whole time. G.I. Joe vs. the Transformers II issue 2
