To accomplish this, he turned himself into a gun, had a [[facsimile]] "fire" him at a Russian oil pipeline, then used a cloaked [[Blitzwing (G1)|Blitzwing]] to take potshots at Russian & Brasnyan forces (who each thought the other side was firing) to instigate a conflict. Brasnya is a wanna-be nation-state in the Generation 1 continuity family.

Brasnya is a republic of the Soviet Union (which turned into Russia sometime in 2007) attempting to break off and become an independent country. The Soviet Union/Russia does not approve of these plans.
