Tempest is an Autobot from the Marvel portion of the Generation 1 continuity family.

Tempest is an Autobot warrior.

Tempest appeared exclusively in the UK portion of the Marvel Comics continuity.

Tempest was among the new Autobot recruits lined up to be inspected by Optimus Prime in the early days of the War. He stood between Brainstorm and Motorhead. Old Ways

It is not possible to tell for certain which of the pictured Autobots is Tempest, but the placement of the text balloons weakly seems to imply that "Big Yellow" is Pulsar, as does Optimus reminding him to provide covering fire for gunners (the blue and white robot was down among the gunners).
