Garrus-1 is a maximum security prison facility on Luna 2, one of Cybertron's moons. The first of its kind, it started the naming scheme that would eventually be used for the more infamous Garrus-9. It's not somewhere you want to end up: the staff doesn't just turn a blind eye to violence between inmates, they encourage it.

2005 IDW continuity

A senator friend of Orion Pax saved him from incarceration after he spoke out against the Senate, saying he didn't want to see a good 'bot like Pax end up in a place like Garrus-1. Chaos Theory Part 2 Whirl, whose crime of beating an arrested Megatron led to Pax's actions in the first place, wasn't so lucky and was locked up in Garrus-1 to suffer frequent beatings by supporters of Megatron and his Decepticon movement. One of his cellmates, an old acquaintance with connections to the Senate, let Whirl in on some of the Senate's plans, causing him to contact Orion Pax and pass the information on to him. Patternism
