Alt mode exaltation is a reward the Functionist Council extends to Cybertronians who have performed acts that benefit the glory of Primus its own goals. Presumably it involves the alt mode in question being considered especially favored in the eyes of Primus, or at least that it should be "appropriately venerated" by the hoi polloi.
