Carpessa is a neutral city on Cybertron... at least until it gets blown to oblivion.

Carpessa was home to more than fourteen hundred neutrals, until Prowl and Mesothulas's Decepti-Bomb took it off the map. This was called a Decepticon war crime, and every survivor enlisted with the Autobot army. Sins of the Wreckers #3
