Apparently governing the Predacons, the Predacon Alliance shows evidence of being a splintered organization. Given the temperment of the average Predacon, this may not be surprising.

The Predacon Alliance gave evidence of being splintered among various factions. The Tripredacus Council appeared to be but one ruling body within the organization. However, it does seem to represent the interests of the Predacons, and its goal is to overthrow the Maximal Imperium and take control of Cybertron.
