Europe is a (arbitrary) continent on Earth, responsible for much of traditional Western culture and the spreading of several languages across the world. It's home to a number of wealthy, democratic nations, as well as Russia and Latveria, and organisations such as the Soviet Union, the Federation of Western Europe, the European Crisis Coalition, the European Union, Action Force, and much of NATO.

Close enough, it's only for kids...

Strangely, a lot of the time, the Decepticons ignore it in favour of Japan or the United States of America, and several of the times they have noticed, they've just focused on the United Kingdom. We can only wonder why that is...
