Specifics: Toy picture
The photon pulse cannon is a weapon from the Generation 1 continuity family.

The strongest tyrant cannot crush freedom of thought. That being said, freedom of thought should probably carry a gun just in case. That's why Brainstorm wields two high-energy photon pulse cannons. By turning light into explosive energy blasts, they can keep even the strongest tyrant away. Giant, planet-eating, monsters? Eh, not so much.
