The quadrant lock is a piece of Quintesson technology from the cartoon portion of the Generation 1 continuity family.

An isolator key is a device that is capable of controlling a quadrant lock.

The Quintessons made use of an isolator key to control the quadrant lock over Quadrant X. It was damaged upon their entry into that region of space and they required Perceptor's universal emulator to repair it. The Face of the Nijika
