This character has no official visual representation in any Transformers product or media... yet, at least.
Pulse was a Decepticon who joined Starscream's Predacons after the disappearance of Optimus Prime and Megatron in a space bridge accident.

Dreamwave comics continuity
Pulse, along with Hardcase and Stormbringer, were assigned by Starscream to meet two ships loaded with energon at the Moon Alpha spaceport. However, all three were slain by Grimlock and the Lightning Strike Coalition before Starscream and the energon arrived. Fragmentation
