For once, I agree with Interrobang. While Vector Prime claimed to be a Force-sensitive, nothing has ever been stated regarding the Force sensitivity of the Fallen. Even if one were to allow the speculation (and that alone is not in and of itself unreasonable speculation), placing him as a member of any version of the Sith through their long history would, at this point, shoot well past any reasonable limb of speculation or apocrypha into the wild uncharted realms of personal canon.
