- Carter is a human from the Revenge of the Fallen franchise in the live-action film continuity family.
Carter is an important figure in the shadowy enclave known only as the Initiative, at least we presume he's important, given his call sign of "Inititative-1". He also seems rather vain as his holographic image is of a considerably younger man. He is seeking out the energy from Cybertronian life forms.
