Megadeath is the robotic alter-ego of the human Bill Forster. When going undercover to research Transformers Animated: The AllSpark Almanac II, Forster masqueraded as Megadeath in order to interview Decepticons safely. - The text implies that Forster disguised himself as Megadeath, and therefore that Megadeath is a separate entity. However, one could also interpret it as saying that Megadeath is just the disguise, not a real Transformer; this seems the less likely option.
