"Bring the rain" is a slang phrase used by members of the United States military forces meaning the speaker is ordering a heavy fusillade of artillery fire and/or aerial bombardment to be concentrated on a particular position.
It is also a call to bring said bombardment even though friendly troops are within the potential blast radius of the bombardment, not to be confused with "danger close" which is used to signify there are friendly troops within 600 meters of the target.
