The spare parts bank was to be have been a facility where Decepticons brought recyclable parts of their fallen colleagues (and presumably their enemies too). It is therefore similar in function to the smelting pools. It appears only in early drafts of the script for The Transformers: The Movie, such as the one acquired from scriptwriter Ron Friedman in late 2010.
In this draft, Scourge and the Sweeps came across the fresh corpse of another Decepticon. Scourge picked up one of its eyes and instructed a Sweep to take it to the spare parts bank.
